Russian Industry’s Technological Safety: Regulatory Framework and Strategic Improvement Directions

Abstract

The subject of the research is technological security in the Russian Federation’s industry. The work’s relevance stems from how geopolitical challenges, such as restricted access to foreign markets and technologies, create threats to industrial technological development, thus prioritizing technological security. The study aims to pinpoint key investment areas that will enhance technological security in Russia’s industry after examining the institutional framework. The research used methods of structural, systemic, and institutional analysis. The authors pinpointed key investment zones to bolster the technological security of Russian industry. The study factored in the complex essence of the industry, defined by the technosphere’s qualities as a subsystem within the economic system. The authors hold the view that Russia’s current regulatory framework for technological policy is more structured than that for investment. A hurdle exists because new technology outpaces established investment channels. The study’s conclusions suggest that improving the institutional framework for technological security regulation is necessary to address this shortfall. Furthermore, the VEB.RF Group’s development institutions are well-positioned to aid in the implementation of these strategic pathways. To enhance technological safety in Russian industry, the authors suggest bolstering the systematic approach to regulation and rectifying issues within the institutional and investment spheres, as outlined in their recommendations concerning regulatory documents.
