Strategy for the Development of the Forest Sector of the Russian Economy: Key Provisions and Conceptual Framework

Abstract

The subject of the study is a strategic course for forest policy, designed to bring the Russian forest sector of the economy out of crisis. The purpose of the work is to determine the vector of improvement of strategic installations of the forest complex. For this purpose, the integrity of the relationship between the existing key provisions of the regulations governing the functioning of the forest complex was assessed, and the concept of the long-term plans being developed was determined. The relevance of the work is due to the need to develop approaches to creating an adequate conceptual framework for forest policy against the background of the aggravated problems of rational forest management in real economic activity as a basis for further adjustments in the work on the periodic change of the strategic course aimed at overcoming the crisis state of the Russian forest sector of the economy. The conducted research made it possible to substantiate the expediency of developing a conceptual framework for streamlining goal-setting to solve existing problems, since it is impossible to achieve established strategic goals without fundamentally stated priorities. It is concluded that in order to increase the efficiency of forest management and ensure the rationality of forest management, it is necessary to build the actions of the state, business and society in a reasonable compromise of the actors.
