Предмет исследования — ​ цели, меры и инструменты, макроэкономические последствия единой государственной денежно-­ кредитной политики (ДКП) в России в 2026–2028 гг., подходы Банка России к проведению денежно-­кредитной политики, оценке текущего состояния экономики и прогнозам ее развития в среднесрочной перспективе. Цель работы — ​ на основе экспертизы и анализа «Основных направлений единой государственной денежно-­ кредитной политики на 2026 год и период 2027 и 2028 годов»  выявить особенности и проблемы формирования и реализации денежно-­кредитной политики в среднесрочной перспективе, ее вклада в экономическое развитие России, структурную перестройку экономики, активизацию внутренних факторов роста. Особое внимание уделено проблемам современных принципов денежно-­кредитной политики, ее транспарентности и эффективности, особенностям современного трансмиссионного механизма ДКП, коммуникационной политике Банка России. В результате исследования установлено, что денежно-­кредитная политика в среднесрочной перспективе будет носить контрциклический характер и не иметь в четком и прямом целеполагании решения важнейшей народнохозяйственной задачи обеспечения сбалансированного и устойчивого экономического роста. Сделан вывод о том, что документ заслуживает положительной оценки с учетом замечаний и рекомендаций, сформулированных экспертами Финансового университета при Правительстве Российской Федерации.

This study’s subject is to examine the goals, measures, and tools, along with macroeconomic effects of Russia’s monetary policy (MP) from 2026 to 2028, the Central Bank’s methods, and economic forecasts. The paper aims to analyze and examine the «Guidelines for the Single State Monetary Policy for 2026 and the Period 2027–2028» document. Also, the objective is to examine the characteristics and issues of MP in the medium-term, its impact on Russia’s economic progress, economic structural changes, and the boosting of domestic growth drivers. The authors are also looking at the issues of contemporary MP principles, their openness and effectiveness, characteristics of the modern MP transmission mechanism, and the Bank of Russia’s communication strategy. As a result, the research showed that medium-term MP would be countercyclical, and wouldn’t directly address the key economic goal of balanced, sustainable national growth. It was concluded that the document had deserved a positive evaluation, considering the comments and recommendations of experts from the Financial University under the Government of the Russian Federation.
