Предмет исследования —  комплекс социальных отношений, возникающих в процессе предоставления населению региона мер социальной поддержки посредством применения новых информационно-коммуникационных технологий. Цель работы —  выявление методических инструментов, способствующих повышению эффективности оказания населению социальной поддержки.

В результате исследования установлено, что убывающая численность трудовых ресурсов Челябинской области может восполняться за счет переселенцев из других регионов и мигрантов, что требует комплексной оценки влияния демографических и экономических факторов на уровень занятости населения Челябинской области.

На основе диагностики трудовых ресурсов и уровня занятости населения Челябинской области выдвигаются предложения по увеличению численности трудовых ресурсов в трудоспособном возрасте и оценивается эффективность данных предложений. Подчеркивается, что трудовые ресурсы включают трудоспособное население в трудоспособном возрасте. Следовательно, для роста трудовых ресурсов должен повышаться уровень занятости за счет экономически неактивного населения или роста миграции. Посредством анализа динамики занятости населения Челябинской области в 2020–2021 гг. построена регрессионная модель, демонстрирующая тенденцию к снижению доли занятого населения в общей численности экономически активного населения.

The subject of the study is a complex of social relations arising in the process of providing social support measures to the population of the region through the use of new information and communication technologies. The purpose of the work is to identify methodological tools that contribute to improving the effectiveness of providing social support to the population.

As a result of the study, it was revealed that the decreasing number of labor resources of the Chelyabinsk region can be replenished by immigrants from other regions and migrants, which requires a comprehensive assessment of the impact of demographic and economic factors on the employment level of the population of the Chelyabinsk region.

Based on the diagnosis of labor resources and the level of employment of the population of the Chelyabinsk region, proposals are put forward to increase the number of working-age labor resources and assess the effectiveness of these proposals. It is emphasized that the labor resources include the able-bodied population of working age. Consequently, for the growth of labor resources, the level of employment should increase due to the economically inactive population or the growth of migration. By analyzing the dynamics of employment of the population of the Chelyabinsk region in 2020–2021. a regression model is constructed that demonstrates a tendency to decrease the share of the employed population in the total number of economically active population.
