Цель работы —  формирование механизма региональной торговли квота ми на загрязнение окружающей среды для снижения удельных затрат предприятий на объем предотвращенного выброса вредных веществ. Предложено распространить действие механизма торговли квотами на осуществление их комплексной оценки с помощью расчета суммарного приведенного выброса парниковых газов. Разработана итерационная процедура исключения затратных проектов из перечня планируемых к строительству объектов за счет возможного приобретения квот на загрязнение окружающей среды для действующих предприятий, которая включает модель формирования оптимального портфеля атмосфероохранных проектов предприятия и модель его корректировки путем определения оптимального варианта приобретения квот на загрязнение окружающей среды. Предложенный механизм позволяет сокращать загрязнение атмосферного воздуха в регионе. Сделаны выводы о том, что разработанный в исследовании механизм региональной торговли квотами на загрязнение парниковыми газами соответствует требованиям оптимального «зеленого» финансирования и может быть легко адаптирован к любому производству на региональном уровне, включая производственный кластер, муниципальный район, город. Приведенные расчеты дают возможность применять разработанный механизм региональной торговли квотами на загрязнение окружающей среды для компаний, в том числе добывающих, перерабатывающих и транспортных.</p></abstract><trans-abstract xml:lang="en"><p>The subject of the study is financing of projects to reduce atmospheric air pollution with greenhouse gases by enterprises of the region on the basis of trading quotas for environmental pollution to achieve the criteria of sustainable development. The purpose of the work is to form a mechanism for regional trade in environmental pollution quotas to reduce the unit costs of enterprises for the volume of prevented emissions of harmful substances. It is proposed to extend the operation of the quota trading mechanism to the implementation of their comprehensive assessment by calculating the total reduced greenhouse gas emissions. An iterative procedure has been developed for excluding costly projects from the list of facilities planned for construction due to the possible acquisition of environmental pollution quotas for existing enterprises, which includes a model for forming an optimal portfolio of atmospheric protection projects of the enterprise and a model for its adjustment by determining the optimal option for acquiring environmental pollution quotas. The proposed mechanism makes it possible to reduce atmospheric air pollution in the region. Conclusions are drawn that the mechanism of regional trade in greenhouse gas pollution quotas developed in the study meets the requirements of optimal “green” financing and can be easily adapted to any production at the regional level, including a production cluster, a municipal district, a city.
